Government approves measures for mobility and the environment
On October 4, the government met in an Extraordinary Council of Ministers, focusing on a package of measures for transport.
Thirteen measures were approved to improve the mobility, such as extending the free pass, the green rail pass and encouraging the purchase of electric cars. Measures for the environment and energy were also approved.
Mobility
The government approved the Green Mobility Package to transform mobility in Portugal. The measures are divided into two main areas: passengers and goods, with a common goal of promoting sustainability and efficiency.
From this set of measures, some stand out, such as:
- Creation of the Circula.pt pass - Circula.pt extends the social and geographical coverage of the Social Pass +, covering 2.5 times more citizens. The pass is aimed at people:
- covered by classes A and B
- with the Solidarity Supplement for the Elderly
- with Social Integration Income
- pensioners
- pensioners
- unemployed and long-term unemployed
- who have a degree of disability equal to or greater than 60%.
It is also aimed at households with an average monthly income of up to 1.2 times the IAS. This measure covers the whole of mainland Portugal.
- Creation of the Green Rail Pass - gives access to intercity, regional, interregional and urban train services from Coimbra, Lisbon and Porto. his measure comes into force on October 21, 2024.
- Free youth pass extended to non-students - for young people up to the age of 23.
- Support for the purchase of zero-emission vehicles - subsidizing the purchase of electric cars by 4,000 euros.
- Promoting the purchase of zero-emission goods vehicles for the logistics sector - support of 3.5 million euros, for electric light goods vehicles and electric or conventional cargo bikes.

Environment and energy
The government will create the Climate Agency, which will manage national environmental and energy funds. The National Energy and Climate Plan (PNEC) 2030 was also approved and will be submitted to Parliament.
The government is seeking an increase in energy-sharing mechanisms and a reduction in energy costs in industries.
